Job Responsibilities: Maintains Emergency Operations Center to a readiness state. Researches and interprets federal, state and local regulations, policies and procedures. Reviews and updates any emergency response related policies, procedures or guidelines annually. Leads point of contact for all internal and external audits and Insurance surveys related to emergency response and fire protection systems. Assists with new employee orientation as it relates to emergency response and Haz-Woper. Supports site security with emergency response events (Everbridge notifications, Emergency Calls, Employee Plant Alarms). Participates in incident investigation as needed. Supports Safety Department as needed for emergency response events. Responds to site emergencies during working hours, nights and weekends. Develops and implements a comprehensive ERT Training program as it relates to Industrial Fire Fighting, Emergency Medical Response, High Angle Rescue, Confined Space Rescue, and Hazardous Material Technician level competencies. Builds the annual emergency response training calendar and coordinate activity with RTFC and emergency response team. Emergency Response Team administration; works with training department to maintain ERT competencies. Builds and coordinates plant emergency drills per the triennial drill cycle as listed in the Emergency Action Plan. Reviews and updates Emergency Action Plan as needed and obtains management approvals. Directs fire-fighting activities according to the situation to minimize endangerment of employees, community and company assets. Participates in LEPC – Local Emergency Planning Committee for Valero. Ensures and manages daily headcount of emergency responders to comply with confined space entry requirements. Maintains contact with local industrial counterparts and Safety activities. Supports effort for site hurricane readiness. Job Requirements: Maintains readiness of all refinery emergency notification and firefighting equipment. Manages an Inspection, Testing and Maintenance program for site fire protection systems and ensure program is compliant with Valero CTEMS policy, NFPA and OSHA standards. Analyzes concerns and issues relating to fire protection within the Refinery. Works with maintenance department to prioritize and schedule repairs to fire protection systems as needed. Works with corporate risk management in support of fire pump and HF systems testing and manages issues as they arise. Maintains an equipment inventory list with design performance specifications. Works with outside vendors to maintain the sites fire protection infrastructure. Coordinates emergency response plans and drills with the Refinery Terminal Fire Co., city and county. Performs all duties following the safety guidelines established by the Refinery. Daily review of maintenance schedule for fire protection repair needs. Works with contractors to prioritize and schedule repairs to fire protection systems. Maintenances of fire protection systems; ensure systems are isolated, locked and tagged out and in safe state for maintenance activity. Subject Matter Expert for field maintenance of fire protection systems. Subject Matter Expert for fire protection related projects. Recommends fire protection policies and procedures for management approval. Provides weekly progress report on all emergency equipment for Refinery Emergency Response Superintendent.
